Providing for consideration of the bill (H.R. 8800) to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; providing for consideration of the bill (H.R. 8884) to amend title II of the Social Security Act to reauthorize demonstration authority for the disability insurance program; providing for consideration of the concurrent resolution (H. Con. Res. 113) establishing the congressional budget for the United States Government for fiscal year 2027 and setting forth the appropriate budgetary levels for fiscal years 2028 through 2036; providing for consideration of the bill (H.R. 7008) to amend chapter 131 of title 5 to require certain restrictions on stocks for Members of Congress and their spouses and dependents, and for other purposes; providing for consideration of the bill (H.R. 6955) to make improvements to the Federal banking laws, and for other purposes; providing for consideration of the bill (H.R. 9770) making continuing appropriations for fiscal year 2027, and for other purposes; and for other purposes.

Motion by Mr. McGovern to make in order amendment #19 to H. Con. Res. 113, offered by Representative McGovern, which would add budget reconciliation instructions requiring the House Committee on Armed Services to submit changes in laws within its jurisdiction that increase direct spending by no less than $13 billion, out of the $60 billion that Republicans allocated for the Department of Defense, for purposes of adding the Major Richard Star Act to the reconciliation bill.

Motion by Mr. McGovern to make in order amendment #17 to H. Con. Res. 113, offered by Representative McGovern, which would add budget reconciliation instructions requiring the House Committee on Transportation and Infrastructure to submit changes in laws within its jurisdiction that provide $60 billion for natural disaster recovery efforts.

Motion by Mr. McGovern to make in order amendment #20 to H. Con. Res. 113, offered by Representative McGovern, which would create a point of order requiring that any reconciliation bill resulting from the Republicans' Fiscal Year 2027 budget resolution must be fully offset or paid for, and must not increase the deficit.

Motion by Mr. McGovern to make in order amendment #1 to H. Con. Res. 113, offered by Representative Omar, which would reverse the cuts to SNAP that were imposed by Republicans in their Big Ugly Bill.

Motion by Mr. McGovern to make in order amendment #9 to H. Con. Res. 113, offered by Representative Tonko, which would add a section to the budget resolution requiring that no taxpayer funds could be given by the Trump administration to people who were convicted of assaulted law enforcement officers on January 6th, 2021.

Motion by Mr. McGovern to make in order amendment #14 to H.R. 7008, offered by Representative Olszewski, which restores grants to states that require photo IDs without charge to eligible voters.

Motion by Mr. McGovern to make in order amendment #15 to H.R. 7008, offered by Representative Davidson, which extends the stock trading restrictions the bill creates to judicial officers, as well as all Senior Executive Service positions and above, including the President, the Vice President, any cabinet secretary, and any political appointee.

Motion by Mr. McGovern to make in order amendment #232 to H.R. 8800, offered by Representative Barrett, which repeals the 1957 AUMF.

Motion by Ms. Scanlon to make in order amendment #10 to H. Con. Res. 113, offered by Representative Scanlon, which would add budget reconciliation instructions requiring the House Committee on Education and Workforce to submit changes in laws within its jurisdiction to provide $10 billion to lower Americans' child care costs by increasing funding for Child Care and Development Block Grants.

Motion by Ms. Scanlon to make in order amendment #11 to H. Con. Res. 113, offered by Representative Scanlon, which would add budget reconciliation instructions requiring the House Committee on Financial Services to submit changes in laws within its jurisdiction that provide $10 billion for purposes of lowering Americans' rent and housing costs by increasing funding for the HOME Investment Partnerships Program and Community Development Block Grants.

Motion by Ms. Scanlon to make in order amendment #12 to H. Con. Res. 113, offered by Representative Scanlon, which would add budget reconciliation instructions requiring the House Committee on Energy and Commerce to submit changes in laws within its jurisdiction that provide $10 billion for purposes of lowering Americans' energy bills by increasing funding for the Low-Income Home Energy Assistance Program.

Motion by Ms. Scanlon to make in order amendment #2 to H.R. 7008, offered by Representative Morelle, which strikes the text and replaces it with the text of H.R. 6731, the Restore Trust in Government Act, bans congressional participation in prediction markets, and provides that eligible voters are able to cast a ballot using any number of acceptable forms of identification.

Motion by Ms. Scanlon to make in order amendment #5 to H.R. 7008, offered by Representative Magaziner, which strikes the text and replaces it with the text of H.R. 5106, the Restore Trust in Congress Act.

Motion by Ms. Leger Fernandez to make in order amendment #13 to H. Con. Res. 113, offered by Representative Leger Fernandez, which would add budget reconciliation instructions requiring Republicans to fully offset any deficit increase in their reconciliation bill by requiring wealthy individuals and large corporations to pay their fair share in taxes, which may include reversing or limiting some of the tax cuts for the wealthy and corporations passed as part of the Republicans' Big Ugly Bill, raising the corporate tax rate, imposing a minimum tax on billionaires, or closing loopholes used by the ultra- rich.

Motion by Ms. Leger Fernandez to strike section 11 of the resolution, which provides that in the engrossment of H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027, the Clerk shall add the text of the SAVE America Act, as passed by the House.
