Privacy Policy

1. Who we are

Hilltelligence (the “Service”) is operated by First Contact Strategies, LLC (“we,” “us”), Alexandria, Virginia. This Privacy Policy describes the personal information we collect when you use the Service, how we use it, and the choices you have. Your use of the Service is also governed by our Terms of Service.

2. Information we collect

• Account information. When you create an account, our authentication provider collects your email address, name, and sign-in credentials (including multi-factor authentication settings). We do not see or store your password.
• Content you create. Lists, notes, saved memos and briefing documents, conversations with the Service’s assistant features, analyses generated at your request, and messages you send through in-app support.
• Usage information. Which features you use, metering of AI-powered features (for example, token counts used to administer monthly access), and, for signed-in users, recently viewed pages shown on your dashboard.
• Billing information. Subscription status and purchase history. Payments are processed by our payment providers; we never receive or store full payment-card numbers.
• Technical information. IP addresses and server logs used for security, rate limiting, and abuse prevention, and essential cookies used to keep you signed in. We do not use third-party advertising trackers or third-party analytics services.

3. How we use information

We use the information described above to:

• provide and operate the Service, including generating analyses you request;
• send notifications and email digests you opt into;
• respond to support requests, including escalating them to our team;
• administer subscriptions, billing, and usage allowances;
• secure the Service and prevent abuse; and
• understand aggregate usage of the Service. Any such analysis uses aggregated or de-identified information, not the content you create.

4. AI processing

The Service’s assistant and analysis features are powered by a commercial AI provider (Anthropic). When you use those features, the relevant content — such as your question and the legislative materials needed to answer it — is sent to that provider for processing under commercial terms that do not permit the provider to train its models on the data. We do not use your content to train artificial-intelligence models, and we do not permit our providers to do so.

5. What we do not do

• We do not sell personal information.
• We do not use your information for third-party advertising.
• We do not share the content you create with other users or third parties, except with the service providers described below or as required by law.

6. Service providers

We use a small number of service providers to operate the Service: authentication and subscription management (Clerk), payment processing (Stripe), database hosting (Supabase), application hosting (Vercel), AI processing (Anthropic), and transactional email (Resend). Each provider processes information only as needed to provide its service to us. Service data is processed and stored in the United States.

7. Email

We send transactional email (such as account and billing messages, and replies to support requests) and, if you opt in, email digests about legislation you watch. You can turn digests off at any time from your dashboard.

8. Retention, export, and deletion

We retain your information while your account is active. You can export your lists, notes, memos, and assistant history at any time using the Service’s export tools. If you delete your account or your subscription ends, we will delete the associated account data from our systems within a commercially reasonable time after any applicable export period, except where retention is required by law.

9. Security

We implement industry-standard administrative, physical, and technical safeguards designed to protect the security and confidentiality of user accounts and data, including encryption of data in transit and at rest, access controls, and multi-factor authentication.

10. Congressional users

If you use the Service in your official capacity as a Member, officer, or employee of the U.S. House of Representatives, the House of Representatives Addendum provides additional commitments regarding the ownership, confidentiality, and handling of House Data — including that we will not use House Data to train AI models and that we will notify the House Office of General Counsel and the affected office before responding to any legal demand for House Data. Those commitments control over this Policy in the event of any conflict.

11. Children

The Service is not directed to children under 13, and we do not knowingly collect personal information from them.

12. Changes

We may update this Privacy Policy from time to time. When we do, we will update the “Last updated” date above and, for material changes, take reasonable steps to notify account holders. For users covered by the House of Representatives Addendum, amendments take effect as provided in that Addendum.
