How Hilltelligence Works

Hilltelligence layers analysis on top of the public legislative record. Bills, members, floor votes, and the legislative schedule are open to everyone. Committees, caucuses, nominations, issues, and lobbying open with a free sign-in. The analysis Hilltelligence computes — most of the features below — is for subscribers.

Plain-English Bill Summaries

Subscribers

Every significant bill gets a plain-English summary — a headline, what the bill does, its key provisions, who it affects, the likely supporters and opponents, and a fiscal note. It is built from the nonpartisan Congressional Research Service analysis and the full bill text, not a truncated excerpt. Signed-in users can preview five summaries each month; a subscription makes them unlimited.

Pomeroy — Chat With Any Bill

Subscribers

Pomeroy answers questions about a single bill, grounded strictly in that bill’s own text. Every answer cites the exact section and page — and clicking a citation opens the cited passage right beside the conversation so you can verify it yourself.

Where to find it: On a bill’s Overview tab, click “Chat About This Bill With Pomeroy.”

Deep Analysis

Subscribers

A premium read of a single bill across four lenses — how it compares to its predecessor and its cross-chamber companion, which organizations are lobbying it, the partisan dynamics around it, and how it interacts with existing law — plus version-to-version change summaries and a sweep of recent news coverage.

Passage Probability

Subscribers

A probability that each bill becomes law, from introduction through enrollment — calibrated against real outcomes from past Congresses rather than guesswork, and shown as a step-by-step “Path to Becoming Law.”

For a bill still gathering support, the members most likely to sign on — ranked by legislative track record, shared cosponsorship, and issue-area affinity, with confident opponents filtered out so the list is an outreach shortlist, not noise.

Each member’s most-aligned colleagues — overall and within any single issue area — plus a head-to-head comparison of any two members across every issue area, from shared cosponsorship and floor-vote agreement.

Ask Pomeroy About Any Member

Subscribers

Pomeroy answers questions about a member grounded strictly in their actual record — votes, sponsored and cosponsored bills, committees, caucuses, and staff — never in outside impressions. Subscribers also get a “Working with this Office” brief on each member’s Overview tab: how the office engages, its legislative profile, and its coalition context.

Floor & Committee Votes

Every House and Senate roll call back to January 2021 — party splits, member positions, and Speaker elections presented as what they are — plus committee markup votes recovered from committee reports, including tables those reports published only as scanned images. Subscribers can export any filtered vote list to Excel.

Sign in

Lobbying disclosure filings searchable by firm across 137,000+ records — see who is lobbying on any bill, member, committee, or issue area. Subscribers can export filings to Excel.

Lists & Briefing Memos

Subscribers

Save bills, members, and committees to personal lists — free with a sign-in. Subscribers can export a bill list as a formatted Word briefing memo — each bill with its summary, key provisions, and stakeholder analysis, ready to share.

Where to find it: Use “Save to List” on any bill, member, or committee, then open the list from your dashboard and click “Export Memo.”

Watch & Notifications

Subscribers

Turn on Watch for a bill list and get alerted — in the app and by email digest — when its bills gain cosponsors, change status, pass the House, or move toward passage.

Where to find it: Open a bill list and toggle Watch; manage email digests from your dashboard.
