Terms of Service

1. Acceptance of these terms

Hilltelligence (the “Service”) is operated by First Contact Strategies, LLC (“we,” “us”). By accessing or using the Service you agree to these Terms of Service. If you do not agree, do not use the Service. Our Privacy Policy describes how we collect and handle personal information when you use the Service.

2. The Service

Hilltelligence provides information about federal legislation. Some content is sourced from public records (for example, Congress.gov, Senate.gov, the House Statement of Disbursements, and lobbying disclosure filings). Other content — including plain-English bill summaries, passage-probability estimates, potential-cosponsor and alignment analysis, caucus and committee analytics, and the Pomeroy bill assistant (collectively, the “Hilltelligence Analysis”) — is generated by us and is made available to subscribers, with a limited monthly preview of bill summaries for signed-in users.

3. Proprietary rights

The Hilltelligence Analysis, together with the Service’s software, design, text, and the selection, arrangement, and presentation of all content, is the proprietary property of First Contact Strategies, LLC and is protected by intellectual-property laws. Underlying public records are not owned by us; our analysis, derivations, scoring, rankings, and compilations are.

4. Acceptable use

You agree that you will not, and will not permit any third party to:

  • scrape, crawl, harvest, or use automated means to access, extract, or copy content from the Service, except as expressly permitted by us in writing;
  • bulk-download, reproduce, republish, resell, sublicense, or otherwise commercially exploit the Hilltelligence Analysis or any substantial portion of the Service;
  • reverse-engineer, decompile, or attempt to derive the methodology, models, weights, or source code underlying the Hilltelligence Analysis;
  • circumvent, disable, or interfere with access controls, rate limits, or security features of the Service;
  • use the Service to build, train, or improve a competing product or dataset.

5. Accounts and security

Some features require an account. You are responsible for activity under your account and for keeping your credentials secure.

We implement industry-standard administrative, physical, and technical safeguards designed to protect the security and confidentiality of user accounts and data.

6. No professional advice; no warranty

The Service is provided for informational purposes only and is not legal, financial, lobbying, or professional advice. The Hilltelligence Analysis, including probability estimates and AI-generated summaries, may contain errors or omissions and should not be relied upon as a sole basis for any decision. The Service is provided “as is,” without warranties of any kind, to the maximum extent permitted by law.

7. Limitation of liability

To the maximum extent permitted by law, First Contact Strategies, LLC will not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss arising from your use of, or inability to use, the Service.

8. Availability and support

We target 99.5% availability for the Service, excluding scheduled maintenance. In the event of a service disruption, we will use commercially reasonable efforts to restore access promptly. Support is available through the Service’s in-app Help feature and by email during standard business hours (9:00 AM to 5:00 PM Eastern Time, Monday through Friday).

9. Term and termination

You may stop using the Service, or terminate your account, at any time. Upon termination or expiration of a paid or enterprise account, we will provide a commercially reasonable opportunity — not less than 30 days — to export your data using the Service’s export tools. Following that period, we will delete the associated account data from our systems within a commercially reasonable time, except where retention is required by law.

10. Governing law and venue

These Terms, and any dispute arising out of or relating to these Terms or the Service, are governed by the laws of the Commonwealth of Virginia, without regard to its conflict-of-laws principles. You agree to the exclusive jurisdiction and venue of the state and federal courts located in Alexandria, Virginia for any such dispute. This section does not apply to users covered by the House of Representatives Addendum, for whom governing law is addressed in that Addendum.

11. Changes

We may update these Terms from time to time. When we do, we will update the “Last updated” date above and, for material changes, take reasonable steps to notify account holders. Continued use of the Service after changes take effect constitutes acceptance of the revised Terms. For users covered by the House of Representatives Addendum, amendments take effect as provided in that Addendum.

12. U.S. House of Representatives users

If you access the Service in your official capacity as a Member, officer, or employee of the U.S. House of Representatives, the House of Representatives Addendum supplements these Terms and controls in the event of any conflict.
