Providing for consideration of the joint resolution (H.J. Res. 25) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Internal Revenue Service relating to ‘‘Gross Proceeds Reporting by Brokers That Regularly Provide Services Effectuating Digital Asset Sales’’; providing for consideration of the bill (H.R. 1156) to amend the CARES Act to extend the statute of limitations for fraud under certain unemployment programs, and for other purposes; providing for consideration of the bill (H.R. 1968) making further continuing appropriations and other extensions for the fiscal year ending September 30, 2025, and for other purposes; and for other purposes.

Motion by Mr. McGovern to amend the rule to make in order amendment #1 to H.R. 1968, offered by Delegate Norton, which allows the District of Columbia to continue to spend under the fiscal year 2025 local budget enacted by D.C., and exempts D.C. from a federal government shutdown in fiscal year 2026.

Motion by Mr. McGovern to amend the rule to strike section 4 of the resolution, which prevents the House of Representatives from voting on Trump's tariffs.

Motion by Ms. Scanlon to amend the rule to make in order amendment #10 to H.R. 1968, offered by Representative Friedman, which expresses the sense of Congress affirming the constitutional authorities and duties of Congress and the President in appropriating and disbursing funds as enacted into law.

Motion by Ms. Leger Fernandez to amend the rule to make in order amendment #24 to H.R. 1968, offered by Representative Nadler, which amends the Full-Year Continuing Appropriations and Extensions Act, 2025 to include advanced funding for FY26 for the Cost of War Toxic Exposures Fund.

Motion by Mr. McGovern to amend the rule to strike the portion of the rule self-executing the manager's amendment, which strips language from the bill that would have increased the number of visas available for our Afghan allies in the Special Immigrant Visa program.
