Providing for consideration of the bill (H.R. 3944) making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the bill (H.R. 275) to require the Secretary of Homeland Security to publish on a monthly basis the number of special interest aliens encountered attempting to unlawfully enter the United States, and for other purposes; providing for consideration of the bill (H.R. 875) to amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed an offense for driving while intoxicated or impaired are inadmissible and deportable; and providing for consideration of the resolution (H. Res. 516) condemning the violent June 2025 riots in Los Angeles, California.

Motion by Mr. McGovern to make in order amendment #27, offered by Representative Levin, which prohibits funds under this Act from being used in contravention of the Impoundment Control Act or the Antideficiency Act.

Motion by Mr. McGovern to make in order amendment #63, offered by Representative Torres of California, which prohibits the use of federal funds to deport non-citizen U.S. military veterans unless they have had access to legal counsel and a fair hearing before an immigration judge. It also requires the Department of Homeland Security to report to Congress within 180 days on the number of such veterans in removal proceedings, their case outcomes, and whether they had legal representation.

Motion by Ms. Leger Fernandez to make in order amendment #17, offered by Representative Frankel, which strikes Section 255 of this Act that prohibits federal funding for abortion.
